IKT STRATEGIJA NA NIZOZEMSKEM: KAJ SE LAHKO NAUČIMO IZ PRIMEROV DOBRE PRAKSE?
ICT strategy in the Netherlands: what can we learn from good practice?

Šole na Nizozemskem uporabljajo informacijsko-komunikacijsko tehnologijo na različne načine. Med seboj se razlikujejo tako glede pogostosti uporabe kot tudi glede različnih načinov uporabe.
Na področju uvajanja informacijsko-komunikacijske tehnologije (v nadaljevanju IKT) v šole ima pomembno vlogo nacionalna agencija Kennisnet, ki raziskuje uporabo IKT na osnovnih in srednjih šolah in jim glede uporabe tudi svetuje. Oblikovali so sistem, s katerim lahko ocenjujejo, kako je IKT vključen v posamezno šolo.Ta sistem vključuje štiri osnovne vidike uporabe IKT: vizijo, znanje, učne materiale in IKT infrastrukturo in je znan pod imenom “Štiri v ravnovesju” (Four in Balance). Pri tem so pomembni tudi štirje vidiki: vodenje, sodelovanje in podpora ter uporaba IKT za poučevanje in učenje.
V predstavitvi so predstavljene šole, v katerih so študenti na smeri Učenje in inovacije naredili raziskavo in so s pomočjo Kennisnetovega sistema analizirali IKT stanje v teh šolah. Nato pa so morali s pomočjo določenega protokola (Intervention Mapping Protocol) predstaviti predloge za izboljšave. Protokol je posebej primeren za razvijanje izboljšav, ko izhajamo iz primerov manj primerne uporabe IKT. V predstavljenih primerih šol se tako uporaba IKT nanaša na manj primerno uporabo IKT in ne na neuporabo nasploh.

Abstract
In schools in The Netherlands, ICT is used in many different ways. This doesn’t just imply that the intensity of the use is various, but also the way ICT is implemented in schools . We look at the way the use of ICT is embedded in schools through the lense of the framework, developed by Kennisnet. Kennisnet is a governmental organization in the Netherlands. They do research on ICT and the effects of ICT in primary and secondary education and they advice schools in the way schools can use ICT.
This framework exists of four basic aspects: vision, expertise, digital learning materials and ICT-infrastructure. This framework has been published under the name of “Four in Balance”. The framework is based on the conditional elements: leadership, collaboration & support and pedagogical use of ICT for teaching/learning. The schools in this presentation are schools in which students of the Master Learning & Innovation have done research. As a part of this master, students had to analyze the state of ICT-use in these schools e.g. through the Kennisnet Framework.Through the Intervention Mapping Protocol they have to propose suggestions for improvement. The Intervention Mapping Protocol is a model in which you can develop an intervention based on problem behavior. In schools we mentioned before, this refers to the wrong use of ICT or to not using ICT in the school at all.
